1. Lisbon North Market Sanitary Sewer
Funding Requested: $950,000
Project Summary: Replacement of the transite pipe sanitary line running along North Market St in the Village of Lisbon will eliminate repeated sewer emergencies and spills that have become common. 300 households, 20 businesses, two factories, a senior center, a facility for the developmentally disabled, one hospital-aligned clinic, the Columbiana County Head Start, Columbiana County Jobs and Family Services offices, a post office, and the local BMV stand to benefit. Improved sewerage handling capacity through the upgrade of 8” line to 12” line will also unlock opportunities for development and jobs.

2. Wellsville Above Ground Storage Tank Replacement
Funding Requested: $750,000
Project Summary: The State Route 45 Water Tank Replacement project in Wellsville seeks to replace a tank installed in 1933 which has served beyond its useful life, continuously requiring maintenance and repair. As the only source of water pressure and treated water for the Village’s residences, schools, businesses, etc., there are serious health and fire suppression concerns when the tank is required to be off-line for maintenance and repairs.

3. Cadiz Phase III Water System Improvements
Funding Requested: $1,198,000
Project Summary: Cadiz has been working to replace waterlines throughout the village due to unacceptable rates of leakage and failure. This project will complete the final phase of the replacement process. The completion of this process will improve water quality and supply pressures for current customers, while also ensuring that the Village can accept future users who may want to tie in.

4. Struthers Water Pollution Control Facility Infrastructure Upgrades
Funding Requested: $800,000
Project Summary: Upgrades to Struthers’ Water Pollution Control Facility infrastructure will increase throughput and improve effluent from the plant. These improvements will benefit 3,000+ distinct addresses, covering more than 35,000 residents and 22 businesses. In the absence of these improvements, water quality could suffer and future development in the Valley will be severely limited.

5. Dover North End Sanitary Sewer Improvements
Funding Requested: $600,000
Project Summary: The completion of sanitary and sewer upgrades within the northern portion of the City of Dover will increase the capacity of the City’s public sewer system. This upgrade will improve reliability and ensure no sewer overflows or backups occur during severe weather events, while also priming the system and City for expected growth. The current system is already at capacity and developments being made in the area may put it over capacity.

6. Scio Waterline Replacement
Funding Requested: $500,000
Project Summary: The Scio Waterline Replacement project will replace failing distribution lines and associated appurtenances. The completion of this project will allow the Village to meet ten-state standards which EPA requires, increase fire-protection capabilities, and eliminate harmful lead from the system.

7. Mead Township Hall Replacement
Funding Requested: $1,200,000
Project Summary: This project will replace Mead Township’s township hall, which borders on being unfit for use due to community growth and environmental damage. Mead Township is financially distressed and unable to replace the township hall on their own. This request will allow the Township to construct a space residents can use for generations to come.

8. Akron Children’s Belpre Health Center
Funding Requested: $3,600,000
Project Summary: The construction of the Akron Children’s Belpre Health Center will completely transform the continuum of pediatric health care in southeast Ohio and northern West Virginia. Set to provide world-class care, this facility will give children and families access to services currently lacking or nonexistent in rural Appalachia. Access to quality healthcare will lead to improved health outcomes and quality of life for the entire region.

9. Woodsfield Government Center
Funding Requested: $2,325,000
Project Summary: The project will replace the outdated and undersized Woodsfield Administration and Safety Forces building with a new Village of Woodsfield Government Center better able to meet the needs of the Village and surrounding communities. As the county seat, Woodsfield serves a critical role in ensuring the efficient and effective delivery of services provided by multiple levels of government.

10. Inland Waterways Maritime Academy
Funding Requested: $965,000
Project Summary: The Inland Waterways Maritime Academy is an important workforce development project by Monroe County that will train displaced workers, those looking to upskill, and current river industry employees in the field of work on towboats and ports and terminals. The program will provide job-ready advancement, industry credentials, and career opportunities for Appalachia. Such facilities are sorely lacking, with individuals in the Ohio/Pennsylvania/West Virginia/Kentucky region currently having to travel to Toledo, Ohio, for such training.

11. Austintown Kirk Road Sanitary Sewer Extension
Funding Requested: $5,000,000
Project Summary: Extending a sanitary sewer line along Kirk Road will provide much-needed sewer service to Austintown Township Park and more than 30 residential properties. The extension will open several hundred acres of land north and south of Kirk Road for new housing development. This project also aligns with Mahoning County’s long-term sewer expansion plan, ensuring sustainable infrastructure improvements for the region.

12. Steubenville Wastewater Building Repair
Funding Requested: $700,000
Project Summary: After foundation failure, repairs are needed to prevent further damage to the Steubenville Wastewater Treatment Plant Administration Building. Further damage could cause building condemnation or even collapse, a risk to treatment plant employees and the equipment contained within.

13. Blaine Barton Road Intersection Safety Improvements
Funding Requested: $3,840,000
Project Summary: Eliminating the poorly arranged intersection at Blaine Barton Rd. and US 40 will improve intersection operations and sight distance, resulting in increased public safety for motorists and pedestrians. Additionally, this project provides pedestrian connectivity to the Historic Blaine “S” Bridge and improved access to residents east of bridge who are currently using the former railroad right of way.

14. Carroll County Wastewater Upgrades and Lift Station Replacements
Funding Requested: $3,175,000
Project Summary: Over 1,000 homes in the Lake Mohawk area and northwest portion of Carroll County currently rely on a sewer system with failing components that are of unknown age. Replacement of these components will improve groundwater, improve the water quality of Lake Mohawk, and greatly reduce the county’s upkeep and maintenance costs.

15. US 224 Corridor Safety Enhancements
Funding Requested: $1,500,000
Project Summary: With 1,877 crashes occurring during a recent 5-year study period, capacity and safety enhancements are greatly needed along this portion of US 224. This project will facilitate the addition of sidewalks and turn lanes, provide signaling upgrades and improved pedestrian crossings at intersections, and implement better vehicle access management strategies.
