FY27 Community Project Funding Requests

1. Walsh University SPARQ2 STEM Initiative

Funding Requested: $1,449,328.00

Project Summary: Funds will be used to acquire advanced analytical chemistry instrumentation to strengthen and modernize domestic manufacturing competitiveness. New instrumentation will facilitate research to develop new basic and generic technologies for traditional and new products, for improved production, and for manufacturing opportunities, all of which are otherwise limited to major research institutions or out-of-state providers. The project is a strong use of taxpayer funds as it will provide Ohio companies with local access to high-level materials characterization, contamination analysis, and quality control capabilities.

2. Pultney Township Maintenance and Community Facility

Funding Requested: $1,760,000.00

Project Summary: Pultney Township is seeking to replace its aging and inadequate maintenance building with a facility capable of meeting the community’s needs. Federal support for construction of a new township and community facility in a small rural community with limited revenue capacity will help to maintain continuity of essential public services, reduce long-term maintenance and emergency repair costs, and provide a safe, compliant workplace for Township employees.

3. City of Louisville Wastewater Treatment Plant Upgrades

Funding Requested: $300,000.00

Project Summary: The City of Louisville is upgrading its wastewater treatment plant by replacing the current chemical sanitization process with an ultraviolet light disinfection system. This project is the next step in the City’s plan to improve wastewater plant effluent and the overall quality of the Nimishillen watershed.

4. Brush Creek Township Building

Funding Requested: $256,440.00

Project Summary: The current Brush Creek Township Building has served the community for decades but lacks restrooms, accessibility for individuals with disabilities, and adequate utility service. It is now also experiencing failure of its roofing system. A new Township Building, weatherproof and properly outfitted to meet the community’s needs, would be a long-term asset that ensures essential services can continue to be delivered for generations to come.

5. East Canton Water Line Renovations

Funding Requested: $1,236,150.00

Project Summary: The rehabilitation of water distribution lines in the Village of East Canton is the next phase in a long-term plan to upgrade the water system. This project will repair or replace deteriorated lines to reduce currently unacceptable failure rates and prevent the issues caused by breaks and water loss.

6. St. Clairsville Civic Center

St. Clairsville Civic Center Letter

Funding Requested: $1,649,999.00

Project Summary: The St. Clairsville Civic Center will enhance the city’s ability to efficiently deliver government services. The multi-purpose facility will enable better access for public participation in government and create additional opportunities for recreation and engagement within the community.

7. City of Columbiana Water Tower Replacement

Funding Requested: $1,500,000.00

Project Summary: The City of Columbiana is at a pivotal moment of growth, with development now limited by a water system that lacks the capacity to provide safe, efficient, and reliable water service. Construction of a new water tower will increase system pressures to eliminate water quality risks and maintain firefighting capabilities. The replacement of the inadequate water tower is the most cost-effective solution to ensure system stability and a safe and sustainable future for this growing community.

8. Village of Adena Blairmont Road Waterline

Funding Requested: $801,848.00

Project Summary: This project replace will replace 6,000 feet of aging waterline and associated infrastructure along Blairmont Road, improving service to the Village of Adena’s water customers in Jefferson and Harrison counties. Replacement will improve system-wide pressures while reducing the strain water losses have on the Village budget. Investing in this project protects taxpayers by lowering long-term system costs and preserving limited funds for other critical infrastructure needs.

9. Burgess Run Sanitary Sewer Improvements, Phase II

Funding Requested: $3,123,123.00

Project Summary: Completion of Phase 2 of the Mahoning County Burgess Run Sanitary Sewer Improvements will replace nearly two dozen manholes and a mile of sanitary sewer line. This line is aged beyond its useful life, meaning inflow and infiltration can exceed its capacity. Replacement will protect current users and the environment by restoring designed capacity.

10. Salem Water Treatment Plant Rehabilitation, Phase II

Funding Requested: $5,000,000

Project Summary: Implementation of Phase II of Salem’s Water Treatment Plant Rehabilitation plan will improve drinking water for more than 20,000 customers. This project represents the next step in a multi-phased approach to fully modernize the system and will ensure compliance with primary and secondary contaminant levels set under the Safe Drinking Water Act.

11. Hopedale Storm Sewer Improvements

Funding Requested: $375,000.00

Project Summary: The Hopedale Storm Sewer Improvements Project will upgrade critical infrastructure by replacing 500 feet of undersized storm sewer with a line four times larger in diameter. The project will also rehabilitate 116 feet of a nearby line and associated infrastructure. This project will stabilize properties along Carson Ave. and in the surrounding neighborhood while restoring proper drainage capacity to 128-acres of the village’s core.

12. Bowerston Water Treatment Plant Relocation

Funding Requested: $1,275,000.00

Project Summary: The current Village of Bowerston Water Treatment Plant is located within a FEMA-designated high-risk Special Flood Hazard Area, meaning floodwaters pose a significant risk of contaminating the drinking water treatment process. It is imperative that a new, modern plant be constructed at an alternate location to ensure this critical infrastructure can provide uninterrupted, flood-resilient water service to the community.

13. City of Dover Columbia Sewer Extension

Funding Requested: $2,000,000.00

Project Summary: The City of Dover’s Columbia Sewer Extension will provide city sewer services to 7 businesses and more than one hundred households. The properties included in the scope of this plan are currently using a myriad of private systems, some of which are failing and contributing to local groundwater quality issues.

14. City of Martins Ferry Lead Service Line Replacements

Funding Requested: $1,000,000.00

Project Summary: The City of Martins Ferry Lead Service Line Replacements project will protect public health by reducing exposure to lead. Replacement of lead service lines is necessary to eliminate a significant health and environmental hazard and to ensure compliance with federal drinking water regulations.

15. Jefferson County Road 36 Bridge Replacement and Trail Grade Separation Project

Funding Requested: $300,000.00

Project Summary: This request seeks to replace an aging steel truss bridge that carries Jefferson County Road 36 over Cross Creek with a modern structure that includes a grade-separated underpass for a nearby public trail. Replacing the bridge ensures continued full-capacity access along a critical transportation route, supporting local industry, preventing costly disruptions, and maintaining the safe movement of residents and goods. The addition of a pedestrian underpass significantly improves safety by eliminating a dangerous at-grade crossing along the Ohio Valley portion of “The Great American Rail Trail,” making it a strong, cost-effective investment of taxpayer funds.

16. Carroll County Agricultural Society Phase IV Upgrades

Funding Requested: $427,000.00

Project Summary: Phase IV of the Carroll County Agricultural Society’s upgrade plans involve improvements to ensure structural integrity of the grandstands and to make the facility fully ADA-compliant. The roofing system will be replaced and the underlying supporting structure will be rehabilitated. Architectural details will be adjusted to improve natural lighting and reduce reliance on electrical illumination. Walking paths and aisles will be leveled and widened. Handrails and other fixtures along stairs will be upgraded, improving fire safety.

17. ECO Center - St. Clairsville Regional Healthcare, Workforce & Community Hub Accessibility Project

Funding Requested: $1,017,893.00

Project Summary: Making the ECO Center fully accessible will further improve quality of life and reduce barriers to economic opportunity across eastern Ohio’s most economically distressed communities. By transforming an underutilized facility into a modern, accessible community hub, the project will demonstrate meaningful progress in Appalachian revitalization while creating a replicable model for rural infrastructure investment. The ECO Center will expand access to healthcare, provide workforce training aligned with regional employer needs, and offer community programming that strengthens social cohesion and combats isolation. The ECO Center will be Eastern Ohio’s premier accessible community resource that will catalyze additional investment in healthcare, education, and local services while reinforcing a strong commitment to rural economic development and opportunity for all Ohioans.

18. Carroll County Annex Renovation, Phase II

Funding Requested: $600,000.00

Project Summary: This request will complete Phase II of the Carroll County Annex renovation, transforming a blighted former school into a modern, multipurpose facility with updated classrooms, labs, community spaces, and a commercial-grade kitchen to support the local OSU Extension office and regional agricultural community. This project is a is a valuable use of taxpayer funds because it revitalizes an unused building while expanding access to education, workforce development, and community resources for residents, farmers, and regional partners, strengthening services that benefit both local and broader populations.

19. Marietta Memorial Hospital Cardiovascular ICU Equipment

Funding Requested: $2,000,000

Project Summary: Modernization of cardiac equipment at Marietta Memorial Hospital will support the creation of a dedicated Cardiovascular Intensive Care Unit (CV/ICU), ensuring critically ill heart patients receive advanced, specialized care close to home. By equipping the unit with essential, state-of-the-art tools, the investment will improve patient outcomes, expand capacity for a large regional population, and reduce costly delays or transfers for life-saving treatment.
