WASHINGTON, D.C. – Today, Congressman Mike Rulli (OH-6) introduced the “Giving Alien Migrants Back through Lawful Excise Redistribution (GAMBLER) Act”—bold legislation that delivers a real solution to America’s border crisis by redirecting existing federal wagering excise taxes to immigration enforcement. This bill means additional dollars for border enforcement without raising taxes on hardworking American taxpayers.
“We’ve all witnessed the blatant disregard for law and order in Los Angeles—and frankly, enough is enough,” said Congressman Rulli. “Working-class Americans are paying the price while blue states and sanctuary cities harbor millions of illegal aliens who wave foreign flags in our streets, vandalize property, and drain resources meant for our own citizens. Our neighborhoods are being overrun, our laws ignored, and our voices silenced by an out-of-touch elite that refuses to act. In any other country—or any other time in history—this would be called exactly what it is: an invasion. And the American people are done being ignored.”
The GAMBLER Act amends the Internal Revenue Code of 1986 to establish a Border Enforcement Trust Fund within the U.S. Treasury. This fund will receive an estimated $300 million annually from long-standing federal excise taxes levied on gambling operators—revenue that currently flows into the Treasury’s general fund—and instead allocate it directly to U.S. Immigration and Customs Enforcement (ICE) for enforcement, detention, and deportation operations.
“ICE needs every resource available to secure our borders and enforce our laws. After President Trump’s landslide victory last November, the American people sent a clear message: restore order and return our country to prosperity and stability. Congress must do its part. The GAMBLER Act ensures we fund immigration enforcement without asking for one more penny from American families.”
The legislation has already received support from NumbersUSA and is attracting attention from other leading immigration reform groups.
